Authorizes Monroe County to impose a surcharge of up to 30 cents per month on each wireless communications device for customers whose place of primary use is within the county.

Wireless communications service suppliers must act as collection agents, remitting surcharge funds to Monroe County's chief fiscal officer monthly within 30 days and are entitled to retain 2 percent as an administrative fee.

Requires wireless service suppliers to provide 45 days written notice before implementing the surcharge or any changes to the surcharge amount, and annually provide an accounting of amounts billed and collected.

Restricts use of surcharge revenue exclusively to payment of eligible wireless 911 service costs including design, installation, operation, and maintenance of enhanced wireless 911 systems.

Allows wireless service suppliers to use existing customer addresses from service contracts in effect on the effective date as the place of primary use for the remainder of the contract term.
