Requires the Public Service Commission to promote real-time smart meters for residential electricity customers and certify companies that install, rent, sell, maintain, repair, or replace such meters

Gives residential customers the option to purchase or rent real-time smart meters (with financing up to 20 years available) or continue with existing metering systems

Establishes pricing based on customer electricity usage, time of usage, and flat fees incorporating generation bid costs and service capacity costs, with Commission approval of all charges

Allows regulated utilities to opt out of the program for at least ten years and receive a meter decommissioning fee, creating opportunity for new service providers and community providers to serve the market

Authorizes county legislatures or boards of supervisors to petition the Commission to establish accelerated pilot programs with a public hearing and decision required within 120 days each
