Creates a new "Empire State Baseball Trails Program" under the Economic Development Law to promote professional minor league and independent league baseball as a tourism attraction.

Requires the Commissioner of Economic Development to identify at least two baseball trails in cooperation with the Commissioner of Parks, Recreation and Historic Preservation and local government officials.

Mandates development of baseball vacation itineraries that link professional baseball venues with surrounding arts, cultural, historical, entertainment, and tourism destinations along designated trails.

Authorizes the Commissioner to develop discount packages and baseball passports that include incentives related to attending games and visiting venues and attractions on the trails.

Takes effect 90 days after becoming law.
