Amends the Alcoholic Beverage Control Law to allow the issuance of a retail on-premises liquor license for a food or beverage establishment within 200 feet of a church, synagogue, or other place of worship in Kings County (Brooklyn)

Applies specifically to a premises located wholly within a defined boundary in Kings County, with geographic limits described as the area bounded by Grand Street, Berry Street, and extending approximately 319 feet easterly from the intersection of Grand and Berry Streets

Creates an exemption to existing restrictions that generally prohibit liquor licenses for on-premises consumption near houses of worship

Takes effect immediately upon enactment
