Authorizes Delaware County to impose a surcharge not exceeding 30 cents per month on wireless communications service for customers whose primary place of use is within the county.

Wireless communications service suppliers must act as collection agents, remitting collected funds to Delaware County's chief fiscal officer monthly within 30 days and retaining a 2 percent administrative fee.

Suppliers must provide customers with 45 days written notice before implementing the surcharge or any modifications to the surcharge amount.

All surcharge revenues must be expended only for eligible wireless 911 service costs as authorized by Delaware County's legislative body, with excess funds carried over to the following fiscal year.

Surcharge must be stated separately on customer bills, and customers remain liable to the county until paid to the wireless supplier, which relieves further liability.
