Authorizes the Adjutant General to present the "New York State Vietnam War Service Medal" to New York State citizens or former citizens who served honorably in U.S. Armed Forces during the Vietnam War from November 1, 1955 through April 30, 1975.

Medal recipients must have been honorably discharged or released under honorable circumstances, with no more than one medal awarded per person whose subsequent service was not honorable.

The Adjutant General, in consultation with the Director of the Division of Veterans' Affairs, shall establish rules and regulations for proper presentation and distribution of the medals.

Modifies existing law to clarify that recipients of state military decorations need not have been New York residents at the time of entry into the U.S. Armed Forces.

Effective 120 days after the bill becomes law, with provisions coordinating implementation if related legislation (Chapter 477 of 2013) has not yet taken effect.
