Defines "illegal maneuver" for motorcycles as any maneuver requiring the front or rear wheel to leave the road, or maneuvers described in Vehicle and Traffic Law Section 1252, with an exception for sidecar attachments during turns.

Establishes penalties for motorcycle operators performing illegal maneuvers that result in property damage or bodily harm to others: up to $2,500 fine with automatic one-year license and registration revocation.

Increases penalties for a second violation within 18 months of a prior conviction: mandatory forfeiture of the motorcycle and automatic two-year license and registration revocation.

Adds violations of the new illegal maneuver law to the grounds for license and registration revocation under Vehicle and Traffic Law Section 510, specifying one-year revocation for first violations and two-year revocation for second violations.

Takes effect 160 days after becoming law.
