Amends the Energy Law to extend the deadline for adopting energy efficiency standards from June 30, 2006 to January 31, 2015.

Excludes consumer audio and video products from the automatic energy efficiency standard-setting requirement.

Requires the Secretary of State to conduct a study on consumer audio and video products to determine whether energy performance standards should be established, considering impacts on electricity usage, product availability, manufacturing costs, innovation, and consumer/environmental benefits.

Allows the Secretary to adopt energy performance standards for consumer audio and video products by January 31, 2015 based on study recommendations.

Provides that any adopted energy efficiency performance standard becomes effective no sooner than 180 days after becoming final.
