Removes the "demonstration" designation and makes permanent the program authorizing cities with populations of one million or more to impose monetary liability on vehicle owners for traffic control signal violations.

Eliminates the cap of 150 intersections where traffic-control signal photo violation-monitoring devices can be installed, allowing cities to expand camera deployment beyond previous limits.

Requires photo violation-monitoring systems to use technology ensuring photographs do not identify drivers, passengers, or vehicle contents to the extent practicable, though notices of liability cannot be dismissed solely for identifying vehicle contents if the city made reasonable compliance efforts.

Repeals sunset provisions in Vehicle and Traffic Law Section 1111-a(m) and Administrative Code Section 19-210(n)-(o) that were set to expire December 1, 2014, making the program indefinite.

Takes effect immediately for most provisions, with sections one through five taking effect one year after enactment.
