Expands the definition of eligible parents to fill community district education council vacancies to include parents of students who have been English language learners within the preceding two years, in addition to current English language learner parents.

Requires community councils to select a parent meeting this expanded qualification when a vacancy would otherwise leave the council without representation for English language learner families or families with students requiring individualized education programs.

Updates selection procedures to ensure at least one community council position is filled by a parent of a current or recent English language learner student and at least one position by a parent of a student with an individualized education program.

Takes effect immediately, with amendments to section 2590-c of the education law subject to repeal with that section.
