Eliminates System Benefit Charge, Renewable Portfolio Standard surcharge, and Energy Efficiency Portfolio Standard surcharge for residential electric and gas customers aged 65 and older whose income qualifies them for the Home Energy Assistance Program.

Prohibits gas and electric corporations from recovering foregone revenues from these surcharge eliminations by charging other customer classes.

Directs the Public Service Commission to adopt rules and regulations for age and income verification and other implementation requirements.

Takes effect 90 days after becoming law, with the Public Service Commission authorized to amend rules immediately to prepare for implementation.
