Defines "major power outage" as any event leaving 5% or more of customers without power for at least 72 consecutive hours in a utility service territory.

Mandates the Commission provide notice at least 30 days before hearings through county and municipal notifications, state legislative leadership, weekly newspaper publication for four weeks, and the Commission's website.

Requires Commission members or senior staff to present outage data including restoration times and customer complaints, then solicit public testimony on service quality, restoration issues, policy recommendations, and communication protocols.

Mandates the Commission publish a report on its website within 120 days summarizing the hearing and any recommended policy changes, distributed to state legislators, county executives, city mayors, and relevant committees.
