Directs the out-of-state placement committee to develop a residential bed plan addressing current and future needs for in-state residential schools and facilities for children, based on agency data and projected service demands.

Authorizes the Dormitory Authority to finance construction of new residential schools and facilities, and renovation or rehabilitation of existing facilities consistent with the residential bed plan, up to $30 million in bonds.

Requires committee member agencies to issue requests for proposals to not-for-profit providers for construction and renovation projects, and allows creation of reimbursement factors for approved capital costs within existing rate methodologies.

Establishes lease agreement requirements for residential facilities financed by the Dormitory Authority, including mandatory escrow accounts for revenues, mortgages or property interests, and provisions for facility operation and replacement.

Creates capital financing add-on rates as part of maintenance rates for facilities with Dormitory Authority agreements, requiring payors to reimburse 100 percent of capital costs per child placed, with state reimbursement available to applicable payors.
