Establishes a moratorium requiring the Department of Environmental Conservation to hold at least two public hearings in areas with mute swan populations before adopting any management plan for mute swans (cygnus olor)

Mandates a minimum 45-day public comment period following the last public hearing, with adequate advance notice required

Requires any management plan to prioritize non-lethal management techniques, fully document scientific basis for population projections and environmental damage, include a public education component, and respond to all substantive public comments

Expires and is automatically repealed two years after the effective date of the act
