Adds non-residential customers with farm waste electric generating equipment to the list of eligible participants in New York's net energy metering program under Public Service Law Section 66-j.

Allows farm waste customer-generators with rated capacity exceeding 25 kilowatts to have costs determined by the electric corporation subject to departmental review.

Permits farm waste customer-generators to designate net metering credits to multiple properties owned or leased within the same electric corporation service territory and load zone, with credits applied to highest-use meters first.

Credits farm waste customer-generators at the corporation's avoided cost rate rather than the standard retail rate, with excess annual credits paid out at avoided cost.

Takes effect immediately upon enactment.
