Amends Public Authorities Law Section 1744 to modify notice and timing requirements for actions against the New York City School Construction Authority related to contracts for educational facility design, construction, and improvement.

Requires claimants to provide detailed, written, verified notice to the board within three months of claim accrual and wait at least 30 days before the authority refuses adjustment or payment.

Mandates that contract-related actions must be commenced within one year after the event upon which the claim is based, unless a contract specifies a shorter deadline.

Defines accrual of claims for monies due arising out of contract as the date payment for the claimed amount was denied, rather than when the claim first arose.

Takes effect immediately and applies to contracts executed on or after the enactment date.
