Authorizes the Commissioner of General Services to transfer the Freeport Armory property (63 Babylon Turnpike, Freeport, Nassau County) to Cedarmore Corporation for one dollar plus other consideration deemed appropriate by the commissioner.

Property consists of approximately 3 acres of abandoned state land previously declared abandoned by the Division of Military and Naval Affairs.

Cedarmore Corporation must submit an application within one year of the act's effective date, including a master plan, health and safety assessment, environmental remediation report, financial audit for the past three years, and letters of commitment from at least six unaffiliated community organizations.

Land must be used exclusively for youth educational and recreational programs serving at-risk youth, voluntary youth associations, and public safety purposes; title reverts to the state upon termination of such use.

The act takes effect immediately upon enactment.
