Establishes a Task Force on Adults with Developmental Disabilities within the Office of the Commissioner of Developmental Disabilities to study and develop recommendations for supporting adults with developmental disabilities in areas including vocational, residential, and social needs.

Task force consists of ten members: six state commissioners (Developmental Disabilities, Mental Health, Housing and Community Renewal, Health, Education, and Labor) plus four members with demonstrated expertise appointed by the Governor (2), Temporary President of the Senate (1), and Speaker of the Assembly (1) within 30 days of the law's effective date.

Commissioner or designee serves as chairperson; task force shall have access to state and local government facilities, resources, and data as needed to conduct its work.

Task force must submit findings and recommendations to the Governor and Legislature on or before January 1, 2016, to form the basis of a comprehensive plan for meeting the needs of adults with developmental disabilities in New York.

Act takes effect immediately and automatically expires and is repealed two years after the effective date.
