Authorizes the commissioner of general services to transfer state property at the Industry Residential Center in Rush, Monroe County to Monroe County upon payment of at least 51 percent of the state's rehabilitation expenditures for the premises.

If Monroe County fails to pay the required 51 percent, the Office of Children and Family Services may deduct the unpaid amounts from social services funding otherwise distributed to the county.

Monroe County must apply for the transfer within one year of the act's effective date, and the 53.651-acre property includes an easement for ingress and egress over a 60-foot-wide strip of land.

The county must use the land exclusively to operate and maintain a certified juvenile detention facility and cannot contract with private entities to operate the facility without state approval; any private operator must be a not-for-profit organization.

If the premises are not accepted or used according to the specified provisions, the property reverts to the state of New York.
