Establishes "Avonte's Law," a statewide missing person locator program to help locate vulnerable and aging individuals who go missing.

Requires the Office of Mental Health, Office for People with Developmental Disabilities, Department of Health, and State Police to provide personal locator devices (bracelets) to vulnerable or aging persons in their care upon request.

Mandates that locator devices use radiodetermination technology rather than GPS or satellite navigation systems.

Requires the state to subsidize or fully pay for locator devices for individuals who cannot afford them, with devices available at cost to others.

Takes effect 180 days after becoming law, with State Police authorized to designate private organizations to distribute the devices statewide through all counties.
