Authorizes the City of Troy assessor to accept a retroactive real property tax exemption application from START Children's Center, Inc. for property located at 131 Sixth Avenue (lot 90.39, block 5, section 19)

Permits the application to be reviewed as if filed by the taxable status date for the 2012 assessment roll, despite being submitted after the deadline

Requires the assessor, upon approval by the Rensselaer County Legislature, to correct the assessment rolls if the organization qualifies for exemption under section 420-a of the real property tax law

Allows the applicable governing body or tax department to refund taxes previously paid and cancel unpaid taxes, fines, penalties, liens, or interest at its discretion

Takes effect immediately upon enactment
