Amends the Elder Law to expand "eligible services" available in naturally occurring retirement communities to include chemical dependence counseling and referrals.

Specifies that chemical dependence counseling must be provided by credentialed alcoholism and substance abuse counselors as defined in the Mental Hygiene Law.

Adds referrals to appropriate chemical dependence counseling providers as covered services in naturally occurring retirement communities.

Takes effect immediately upon enactment.
