Prohibits urban rental Mitchell-Lama housing companies from voluntarily dissolving for four years after the act takes effect.

Requires New York State Homes and Community Renewal to conduct a comprehensive study on the Mitchell-Lama housing program in consultation with NYC Department of Housing Preservation.

Mandates a preliminary report with findings on the Mitchell-Lama program within two years of the act's effective date.

Requires a final report with recommendations within four years of the act's effective date, submitted to the Governor, Assembly Speaker and Minority Leader, and Senate Temporary President and Minority Leader.

The study must address program expansion, taxation and financing models, voluntary dissolution timelines, income eligibility criteria, geographic suitability, and preservation methods for Mitchell-Lama housing inventory.
