Establishes that commissioners of the Port Authority of New York and New Jersey shall be appointed for one five-year term based on professional qualifications and knowledge of the Port Authority.

Requires posting of all potential conflicts of interest for commissioner candidates on the Port Authority's website at least one month before appointment (or two weeks if filling a vacancy), with notification to legislative leaders and finance committee chairs in both states.

Mandates that minutes from all public Port Authority meetings be posted on the authority's website on the same day they are transmitted to the governors and legislatures of New York and New Jersey.

Allows the Deputy Executive Director to be appointed by the Executive Director rather than elected by the board.

Takes effect upon enactment of identical legislation by New Jersey, or immediately if New Jersey has already enacted such legislation.
