Prohibits public assistance to individuals aged 5-35 who lack a high school diploma or high school equivalency diploma and are not enrolled in and participating in good faith in an educational program to obtain one.

Exempts individuals determined by a medical, psychiatric, or other appropriate professional to lack the capacity to complete such a course of study.

Allows local social services districts to exempt individuals if completing the educational program is not practical or cost-effective based on employment background, job training, career credentials, work skills, health, disability, unavailable programs, or other factors.

Grants the Commissioner of the Office of Temporary and Disability Assistance authority to promulgate or amend regulations for implementation.

Takes effect 120 days after becoming law.
