Establishes a 4-year demonstration program authorizing Nassau and Suffolk counties to install photo speed violation monitoring systems in school speed zones, limited to one system per school district per county at any given time.

Imposes owner liability for vehicles traveling more than 10 miles per hour above the posted speed limit in school zones when operating during school hours, one hour before/after school, and during student activities, with penalties not exceeding $50 per violation plus up to $25 for failure to respond.

Requires photo systems to pass daily self-tests and annual calibration checks; mandates operators complete training and maintain daily setup logs; restricts recorded images to county use only with destruction required upon case resolution or one year after notice issuance.

Increases the number of allowable photo speed violation monitoring systems in New York City from 20 to 140 school speed zones operating concurrently.

Exempts owner liability findings from vehicle operating records and insurance purposes; provides defenses for stolen vehicles and vehicle lessors; permits owner indemnification actions against vehicle operators.
