Establishes the New York Propane Education and Safety Act creating a council funded by assessments on odorized propane (maximum one-tenth cent per gallon) to develop education, safety, and research programs for the propane industry.

Requires a referendum among producers and retail marketers representing two-thirds approval in each class to create the council, with ability to terminate by vote of those representing more than one-half the volume in each class.

Council consists of 5-7 members (4-6 industry representatives and 1 public member) selected by qualified propane industry organizations, serving three-year terms with term limits, and meets annually to approve budgets and programs.

Mandates that liquefied petroleum gas installers, inspectors, and service personnel complete specific propane safety training (Books 1.0, 4.1-4.3, and 5.1) by July 1, 2014, with requirements to disclose training completion to customers and civil liability for non-compliance.

Prohibits council funds from being used for lobbying or political activities, establishes Supreme Court jurisdiction for enforcement, and preserves existing state fire and fuel gas code requirements.
