Grants retroactive Tier IV membership status in the New York State and Local Employees' Retirement System to Brian Stebbins, effective August 1, 2003, due to an administrative error that delayed processing of his membership application until March 15, 2012.

Requires Stebbins to file an application with the state comptroller on or before December 31, 2014 to receive the retroactive Tier IV status and associated rights and benefits.

Stebbins' previous contributions to the retirement system will not be returned to him under this act.

The Village of Green Island must bear all past service costs incurred in implementing this provision, estimated at approximately $2,800 as a one-time payment.

State of New York annual contributions to the retirement system will increase by approximately $2,100 for the fiscal year ending March 31, 2014.
