Grants retroactive Tier V membership status to four Village of Green Island recreation assistants (Kirsten Mason, Laura Strizzi, Christian Ward, and Austin Horton) in the New York State and Local Employees' Retirement System due to administrative errors in processing their membership applications.

Establishes retroactive membership dates as July 5, 2010 for Mason, Strizzi, and Ward, and July 5, 2011 for Horton, if they file applications with the state comptroller by December 31, 2014.

Requires the Village of Green Island to bear all past service costs associated with the retroactive membership changes, estimated at approximately $320 as a one-time payment plus roughly $130 in increased annual contributions.

Specifies that no contributions made by the four employees to the retirement system shall be returned to them under this act.
