Amends the Town of Riga's Host Benefit Agreement reserve fund to allow expenditures for repair and improvement of highways, including sluices, culverts, and bridges with spans of five feet or less in any area of the town.

Expenditures from the fund for highway improvements require a town board resolution and are subject to permissive referendum under article 7 of town law.

Removes the December 31, 2014 expiration date, making the reserve fund provisions permanent rather than temporary.

Maintains existing allowances for capital improvements to water, drainage, and fire protection systems, and for paying debt service on related obligations.

Permits transfers from the fund to the townwide general fund without requiring a permissive referendum.
