Amends General Business Law Section 35-a to expand eligibility for specialized vending licenses to include honorably discharged armed forces members who are either physically OR mentally disabled from service-related injuries.

Applies only to cities with a population of one million or more.

Specialized vending licenses authorize holders to hawk or peddle goods anywhere within the city on any block face without area restrictions, except as otherwise provided in the section.

Licensees must be eligible to hold licenses under Section 32 of the General Business Law.

Takes effect immediately upon enactment.
