Validates and legalizes all bond anticipation notes, renewals, and serial bonds issued by the village of Whitehall (Washington County) to finance sewer and water system improvements, as described in the act

Authorizes the village to issue serial bonds not exceeding $2,772,792 for sewer system improvements under bond resolutions dated April 5, 2001 and April 7, 2005

Authorizes the village to issue serial bonds not exceeding $9,997,000 for water system improvements under bond resolutions dated January 25, 2005, January 26, 2006, July 6, 2006, and November 6, 2006

Ratifies a $210,402 principal payment made on June 25, 2010 from sewer bond proceeds to pay water system bond obligations, which violated Local Finance Law provisions requiring proceeds to be used only for their authorized purpose

Validates all resolutions, acts, and proceedings adopted by the village's board of trustees and treasurer related to these bonds and notes
