Extends the expiration date of three prior laws (chapters 359 of 2010, 3 of 2011, and 170 of 2011) relating to lever voting machines from December 31, 2014 to December 31, 2015.

Requires the state board of elections to submit a report by January 31, 2015 to the governor and legislative leaders on how villages, school districts, fire districts, library districts and other municipal corporations can transition to voting systems compliant with section 7-202 of the election law.

Mandates the report include recommendations, guidance, cost analysis and fiscal impact projections for municipalities transitioning to compliant voting systems.

Requires the state board of elections to consult with stakeholders including the state department of education, school boards association, conference of mayors, and association of counties before preparing the report.

Takes effect immediately upon enactment.
