The New York State Energy Research and Development Authority must issue non-binding guidelines within one year identifying best practices for identifying and classifying high-risk pipeline infrastructure

The Authority and Commission must jointly establish standard definitions and methodologies for calculating and reporting unaccounted-for gas within one year of the act's effective date

Operators of gas pipeline facilities in cities with one million or more residents must establish and share a database of pipeline infrastructure including its age and state of repair with the Coordinated Building Inspection Data Analysis System
