Authorizes the town of Marlborough in Ulster County to extend eligibility for the optional 20-year retirement plan (section 384-d) to police officers Charles Hoffman and Arthur S. Terwilliger, who missed the original enrollment deadline through no fault of their own.

Requires the town to file a resolution with the state comptroller by December 31, 2014, certifying that the officers' failure to apply timely was not due to their negligence.

Allows the two officers to elect coverage under section 384-d by filing a request with the state comptroller on or before June 30, 2015.

Town of Marlborough must bear all past service costs estimated at approximately $79,800 (payable by February 1, 2015) and increased annual contributions of approximately $5,300 for fiscal year ending March 31, 2015.

Takes effect immediately upon enactment.
