Amends General Municipal Law Section 181 to grant the City of Syracuse authority to adopt ordinances regulating the registration and licensing of limousines and livery vehicles, with the power to limit the number to be licensed.

Amends Vehicle and Traffic Law Section 498 to designate the City of Syracuse as a "licensing jurisdiction" alongside cities with populations of one million or more and specified counties, enabling Syracuse to require licenses and permits for vehicles performing pre-arranged passenger pick-ups and drop-offs for compensation.

Effective immediately upon enactment.
