Changes the title of the Power Authority of the State of New York representative on the New York State Energy Research and Development Authority board from "chair" to "president and chief executive officer"

Maintains the 13-member board structure consisting of four ex-officio members (commissioners and officials from transportation, environmental conservation, public service commission, and power authority) and nine governor-appointed members with Senate confirmation

Preserves specific requirements for the nine appointed members including an engineer or research scientist, economist, environmental group member, consumer group member, gas utility officer, and electric utility officer

Takes effect immediately upon enactment
