Extends the Department of Environmental Conservation's authority to manage hard clams (Mercenaria mercenaria), soft or steamer clams (Mya arenaria), and razor clams (Ensis sp.) through December 31, 2016 (previously set to expire December 31, 2014)

Authorizes the department to adopt regulations for clam management including size limits, catch and possession limits, open and closed seasons, closed areas, and restrictions on taking and landing methods

Permits the department to establish requirements for permits, eligibility, recordkeeping, identification, fishing effort and gear specifications, and transportation, possession and sale of clams

Requires all adopted regulations to be no less restrictive than existing requirements in the environmental conservation law

Takes effect immediately upon enactment
