Requires merchants and retail stores to include a specific disclosure statement in all communications attempting to settle civil actions derived from criminal larceny prosecutions under Penal Law Article 155.

Mandates the disclosure statement be in a conspicuous place in font larger than the rest of the communication if written, or read in its entirety if spoken, informing defendants of their right to refuse the settlement offer and that acceptance or refusal has no effect on any criminal action.

Establishes strict liability for merchants or retail stores that violate this requirement, including actual damages to the defendant, treble the highest settlement amount sought, and court costs plus reasonable attorneys' fees if enforcement action is successful.

Takes effect immediately upon enactment and applies to all prospective attempted settlements of such civil actions.
