Exempts parents or caretaker relatives of eligible children from losing public assistance benefits if lack of appropriate, suitable, and reasonably accessible child care prevents them from meeting work or compliance requirements.

Adds parents or caretaker relatives of eligible children as an exempt category from work participation requirements under social services law when child care barriers exist.

Requires that any child care exemption reflect parental preferences and be within reasonable distance of the individual's location.

Effective 120 days after the bill becomes law, with authorization for immediate regulatory changes needed for implementation.
