Amends agriculture and markets law to allow community-based initiatives working with eligible not-for-profit entities to trap, neuter, vaccinate, and return feral cats to their original location as part of the state animal population control program.

Authorizes the administrative entity managing the animal population control program to use up to 20 percent of the program's annual fund balance for grants to eligible entities coordinating with community-based feral cat initiatives.

Exempts community-based feral cat initiatives from certain provisions of the animal population control program requirements when operating in coordination with eligible not-for-profit entities.

Takes effect immediately upon enactment.
