Repeals Article 29-B of the Public Health Law, which previously governed orders not to resuscitate (DNR orders) for residents of mental hygiene facilities.

Extends Article 2994-b to apply to DNR decisions for patients lacking decision-making capacity in hospitals as defined by the Mental Hygiene Law.

Transfers governance of DNR consent for patients in facilities operated or licensed by the Office of Mental Health from the repealed Article 29-B to the general DNR article (Article 2994-cc).

Establishes that patients who are intellectually or developmentally disabled and eligible for life-sustaining treatment decisions shall have consent governed by Section 1750-B of the Surrogate's Court Procedure Act.

Clarifies that hospital patients with DNR orders transferred between hospitals shall be governed by Section 2994-L of the Public Health Law; takes effect 90 days after becoming law.
