Allows students identified as proficient in English to continue bilingual education or English as a second language programs for one additional year if requested in writing by parent or guardian by August 1st, with only one such request permitted.

Permits bilingual or English as a second language teachers to request one additional year of programming for English-proficient students if they determine the student is unprepared for general education and continued services will substantially improve educational prospects, with parental consent required.

Requires school districts to provide transitional services for one additional year after standard services end if parents request in writing by August 1st, or if teachers request with parental consent and determine continued services are necessary.

Mandates school districts notify parents of their right to request continued bilingual education, English as a second language, or transitional services, with notification forms prepared by the Department of Education.

Takes effect July 1, 2014.
