Amends chapter 549 of the laws of 2013 relating to charitable organization reform by adding new section 130-a.

Requires the state to develop procedures ensuring not-for-profit corporations pre-qualified with the New York State Grants Gateway as of the effective date are not disqualified, suspended, or prohibited from applying for, receiving, or renewing state grants or contracts.

Not-for-profit organizations must submit amendments to their prequalification applications incorporating the provisions of chapter 549 by January 1, 2015 to receive protection from disqualification.

Disqualification protections remain in effect until the state disapproves the submitted amendments.

Takes effect immediately upon enactment.
