Requires the Department of Health to develop and periodically revise a comprehensive emergency medical and trauma care plan that incorporates ongoing quality assurance measures for all trauma system components, in addition to existing injury control programs.

Mandates that coroners or medical examiners provide autopsy reports in a timely manner to general hospitals when a person dies during or while recovering from hospital care.

Allows hospitals to use autopsy reports for ongoing performance improvement purposes under specified public health law sections related to hospital quality and safety.

Establishes that all autopsy reports in hospital possession are subject to confidentiality and other protections under public health law.

Takes effect immediately upon enactment.
