Adds "provisional MWBE certification" definition to Executive Law Section 310 as a certification status valid for up to one year and renewable by the Director.

Allows the Director to grant provisional MWBE certification to applicants from industries where minority and women-owned businesses have been significantly excluded, based on availability analysis and industry-specific factors combined with personal net worth or small business eligibility requirements.

Requires the Director to make all industry-based determinations for provisional certification widely available to the public and posted on the Division's website.

Maintains standard three-year certification validity period for all certifications except provisional MWBE certification.

Takes effect immediately with amendments to Executive Law Sections 310 and 314 set to expire when those sections expire.
