Amends the Family Court Act to add substance use disorder assessment services as part of diversion services for youth, allowing assessments before a petition is filed in cases where substance use disorder is alleged.

Defines "substance use disorder" as misuse of, dependence on, or addiction to alcohol and/or drugs causing detriment to physical/mental health or others' welfare.

Requires the designated lead agency to determine whether a certified assessment by the Office of Alcoholism and Substance Abuse Services is necessary when a petition alleges a youth has a substance use disorder posing danger to themselves or others.

Specifies that the designated lead agency is not required to pay for assessment or substance use disorder services except where Medicaid coverage is available; the Office of Alcoholism and Substance Abuse Services must provide certified provider lists to the lead agency.

Takes effect 180 days after becoming law, with regulations permitted to be promulgated immediately upon enactment.
