Gas corporations must file annual gas safety reports with the Department by March 15 each year.

Reports must include descriptions of strategic planning methodology for pipeline replacement projects, operation and maintenance activities, inspections of transmission and distribution lines, and other information the Department requires.

Reports must list pipeline replacement projects completed in the prior year, specifying whether work was performed by the corporation's own employees or contractors.

The Commission may order gas corporations to submit independent cost-benefit analyses comparing the use of internal employees versus contractors for pipeline replacement projects.

If the Department identifies deficiencies in a corporation's pipeline replacement prioritization or gas safety activities, it must notify the Commission, which may order reasonable improvements to promote public interest and protect public health.
