Amends Section 383-b of the Social Services Law to expand the definition of children for whom local commissioners of social services or health may consent to medical treatment to include destitute children, in addition to abused and neglected children.

Grants local commissioners authority to provide effective consent for medical, dental, health, and hospital services for children placed in foster care by the family court.

Applies to children found by family court to be abused, neglected, or destitute, or who have been taken into protective custody or placed in commissioner custody.

Updates references to relevant sections of the Family Court Act to include Sections 1094 and 1095 alongside existing statutory references.

Takes effect immediately upon enactment.
