Allows out-of-state licensed veterinarians to practice in New York when officially invited by law enforcement to assist with investigations of alleged animal fighting or animal cruelty violations, provided they possess relevant skills and training for the investigation.

Permits out-of-state licensed veterinarians to provide services during declared emergencies or natural disasters within New York when officially invited by the authority coordinating animal and agricultural response efforts.

Allows out-of-state licensed veterinary technicians to practice in New York under the same conditions as veterinarians for both law enforcement investigations and emergency response situations.

Requires law enforcement authorities to notify the State Veterinarian of any investigation conducted under these exemptions to facilitate animal disease control measures as needed.

Takes effect immediately upon enactment.
